云南公路票价15天后上调 的士燃油附加费或调整

柴油价格上涨0.92元/升，公路客运成本急剧上升。昨天，省运管局客运处负责人表示，省发改委已就票价问题给出原则，可按“燃油加价与票价联动机制涨价”，但有半个月的工作期，半个月后将公布各条班线的上调价格。

昆明93#汽油每升涨8角6。昨天一早，昆明市客管处就立即组织召开紧急会议。

据客管处和昆明市出租汽车协会相关人员介绍，具体的调整计划会待油价调整并稳定15天后出台。

公路：

燃油差价按联动机制调

据介绍，客运票价由里程运价、燃油价差、客运附加费、通行费组成，以昆明到瑞丽 771公里为例，2006年省发改委和省交通厅编制的《昆明至各州市县营运里程车型及综合票价表》显示，其里程运价是161.91元，2006年的燃油差价是20.05元，客运附加费是23.13元，通行费是35.9元（按60%上座率分摊到每个座位，收费公路里程增加后，将按照收费多少再提高），以上4 项相加共计241元。而此次除燃油差价一项按“联动机制”调整外，其余3项不动。

“联动机制”规定：燃油差价以4.41元/升为准，油价每上涨0.75元/ 升，票价每人上涨0.01元/公里。以此次上调柴油价格到6.14元/升为例，比基础价格上涨1.73元/升，上涨了2个0.75元/升（剩余的0.23 元的尾数不计），以瑞丽771公里计算，燃油差价就应该上调15.42元，这就意味着，昆明到瑞丽的票价可以上浮15.42元。以此类推。

昨天下午，省运管局等相关单位到省财政局开会，讨论农村客运补贴问题。农村客运原则上不能涨价，由中央财政和地方财政各承担50%的燃油补贴，中央财政的补贴拨款很快就会到云南财政的账户，随即将拨付给从事农村客运的公司或个人；由于市政府、县政府的资金比较短缺，补贴一般难到位，所以，农村客运票价有时会作小幅上调，以保证合理利润。
